Farley Files are named for James Aloysius Farley, who was Franklin Roosevelt's campaign manager. Farley kept a file of info for anyone he or Roosevelt met. With this method Farley kept himself and the President on top of the details giving their meetings an affect of sincerity. Farley Files are now commonly kept by politicians and businesspeople.
Our inspiration and knowledge of this bit of history came from the 50's Science Fiction novel Double Star by Robert Heinlein.
